Dear all,
After having confirmed the title for the Congress: EUMANS IN WARSAW - The Open Congress of Citizens for Freedom, Democracy and Sustainability and the internal program (soon to be deployed on the website) ahead of tonight's weekly meeting (on Zoom here) please find below a draft of the political objectives for the Congress.

POLITICAL OBJECTIVES

Rule of Law and Democracy:

identify a pan-European goal for the protection of the rule of law that can be supported by EU citizens and that can strengthen the efforts of the European Commission and the European Parliament

back up any campaign that supports the recommendation of the Citizens Panel of the Conference on the Future of Europe with regards to the institutionalization of the EU Referendum, the permanent European Citizens Assembly, and the abolition of the Veto Power within the European Council which holds EU democracy and reforms hostages of national politics


Freedoms

Definition, promotion and deployment of a pan-European initiative for the European Living Will

Launch of the Euroepan Citizens Initiative for Cannabis Legalization

Analysis and promotion of initiatives that insert Sexual and Reproductive Health, as well as individual freedoms of LGBTQIA+ people in the framework of the European Union regulation, starting from the expansion of the Charter of Fundamental Rights and the "portability of civil rights"

Sustainability

Strengthen the initiatives for the leadership role of the European Union for a global agreement on Carbon Pricing at COP27

Dear all,
Yesterday I had the pleasure to attend a workshop organized by Alliance for Europe (our partner in several activities) for a campaign to push for the recommendation to abolish the veto power of the European Council. The recommendations stem from the opinions of citizens that participated in the panels of the Conference on the Future of Europe.
This workshop was in line with one of our political objectives for the Congress: EUMANS IN WARSAW, namely the Rule of Law and Democracy as we are pushing for the abolition of the Veto Power within the European Council. The workshop was basically a brainstorm session where NGOs, members of the EU and citizen initiatives joined and shared ideas on a mirror board. (See pictures attached)

The Alliance for Europe member (Benjamin Zeeb) insisted to make this campaign a bottom-up initiative, where the abolishment of the veto needs to be appealing to the general public regardless of the differences in culture and sensitivities. He also mentioned the challenges that this campaign would face, namely the upcoming elections in France and Poland and the resistance to change the system that is already in place within the members of the European Council.

The general idea that was mentioned was to link this campaign for the abolishment of the veto to the Conference on the Future of Europe, considering that there is an underlying wish to remove this veto power expressed by hundreds of citizens. These citizens’ recommendations cannot be ignored by the EU, therefore this campaign should be active as soon as possible. The question is now: how? Representing EUMANS, I asked how do we get citizens involved in a very technical issue (voting systems) and make it relatable. In other words: how do we make people aware that this is an issue they should take action on?

The proposals to go forward were many, but here are the most important ones: make local narratives that appeal to the citizens of each country, start a paneuropean petition platform, emotionally show how the veto is affecting the future of Europe, connect with the Council members that are already against the veto, raising awareness on social media and use a defined hashtag to start getting people involved.

I have also attached some screenshots of the Mirror Board for inspiration purposes.
Overall it was a very insightful experience and I am happy to hear all comments, questions, and suggestions on your side.

In vista della riunione di domani sugli obiettivi poltici del Congresso, aggiungo qui una riflessione che suggeriva Marco Cappato su una possibile manifestazione conclusiva a Varsavia (ma anche nelle piazze italiane ed europee dove riusciremo a essere) la domenica 13 Marzo. Al centro, l' obiettivo di un'assemblea permanente dei cittadini Europei.

Si tratta di un'obiettivo già indicato dai cittadini estratti a sorte nella Conferenza sul futuro dell'Europa, precisamente al punto 39 della raccomandazione che allego qui.
Da tenere d'occhio anche il punto 18 sul referendum europeo, che merita una discussione più ampia al nostro interno prima di prendere un'iniziativa in merito.

To relaunch the european dream through the power of citizens
WARSAW - on Sunday March the 13th - address
and wherever in Europe

Elected politicians alone are not capable of building a democratic Europe.
Citizens are needed to help putting on the agenda transnational issues and long term solutions. Citizens assembly elected by sortition are already in many States proving to be an effective tool to deal with problems otherwise hijacked by short term electoral dynamics. It is time to use this tool for the benefits of Europe!
We (...) will demonstrate in Warsaw and wherever possible around Europe to ask the European Union to formally establish European Citizens Assembly by sortition as permanent instrument of the EU
The proposal is already on the agenda of the Conference on the Future of Europe (details...). It is time for EU institutions to adopt it!

Parto dalle varie proposte di rafforzamento degli strumenti di democrazia rappresentativa già esposte da altri componenti di Eumans

@Lorenzo Mineo ha parlato della proposta di un Referendum dei cittadini Europei (quindi strumento vincolante)
e di rendere le indicazioni prese dalle Assemblee dei cittadini estratti a sorte indicazioni vincolanti

@Roberto Mancuso ha parlato dell' Iniziativa dei Cittadini Europei (non vincolante)

@Marco Cappato ha in apertura menzionato la necessità di poter costituire delle associazioni che abbiano come sede territoriale l'Unione Europea (attualmente è possibile solo scegliere come sede una delle nazioni dell'Unione)

Le proposte fatte da Lorenzo e da Roberto si contrappongono mostrando uno dei temi del nostro dibattito e cioè quale rapporto di forza è auspicabile tra la democrazia partecipativa e la democrazia rappresentativa?

Io credo sia un dialogo in cui le due parti si devono rendere attraversabili.
Inoltre la democrazia partecipativa sta avendo uno sviluppo recente e i cittadini hanno bisogno d'imparare ad esercitare il loro potere democratico.
Quindi credo che al momento non sia auspicabile spingere troppo su il fatto che gli strumenti siano vincolanti ma lavorare soprattutto affinché siano efficaci.
In proposito per lo sviluppo terrei presente tre pilastri:

L'opportunità e la libertà per i cittadini di avanzare una proposta.
Gli strumenti per avanzare delle proposte ci sono, ma la conoscenza di questi strumenti è scarsa, come scarsa, per i cittadini è l'educazione all'uso degli strumenti democratici, inoltre sono molto carenti le occasioni pubbliche di dibattito e scambio.
Gli attuali strumenti richiedono un'alta partecipazione ma non c'è un'adeguata rete organizzativa di supporto.

La certezza del dibattito parlamentare delle proposte dei cittadini . Su questo invece siamo già molto carenti , tutti gli strumenti sono indicativi. Non c'è nessun obbligo di discussione per il parlamento né tanto meno la possibilità di un chiaro e doveroso feed back
il che ci porta al terzo punto:

La possibilità per i cittadini di monitorare il percorso delle leggi nate da una iniziativa popolare.
Non c'è nessuno strumento al riguardo. Credo che sarebbe utile che le assemblee dei cittadini esprimano un loro rappresentante che accompagni nel suo iter una legge da loro espressa, una sorta di "tribuno del popolo" . Questo rappresentante dovrebbe avere un ruolo ufficiale nella rappresentanza democratica anche se limitato al progetto di cui diventa custode.
In una fase iniziale il tribuno potrebbe anche essere un parlamentare che si fa carico di quella precisa istanza
ma sarebbe meglio la crescita di un cittadino semplice.

Questi passaggi potrebbero essere propedeutici alla costituzione di una camera dei cittadini

Resta comunque evidente che ci sono due elementi che si alimentano reciprocamente

STRUMENTI DI PARTECIPAZIONE CON UN REALE IMPATTO ----------------------------AUMENTO DELLA PARTECIPAZIONE DEI CITTADINI

Parallelamente allo sviluppo degli strumenti è necessario sviluppare la comunicazione dell'esistenza di questa opportunità.
Il parlamento europeo ha stanziato in proposito dei fondi e sarebbe utile monitorare come verranno spesi.
A proposito di questo osservo che la conferenza sul futuro dell'Europa ha messo recentemente a disposizione una piattaforma per il dibattito dei cittadini ma questa è stata usata pochissimo rispetto alla media dei cittadini europei.
Da una parte perché noi sappiamo ( grazie a un sondaggio effettuato anche grazie a Eumans) che solo il 2,4 dei cittadini europei conosce l'esistenza degli attuali strumenti , dall'altro perché questi sono terribilmente farraginosi da usare.
Quindi oltre alla comunicazione sarebbe necessario che i fondi assegnati servano anche alla semplificazione per rendere gli strumenti accessibili, cioè: semplificazione come chiarezza nella comunicazione.

Per quanto riguarda la proposta di un referendum dei cittadini per spingere la riforma dell'art. 48 (l'obbligo dell'unanimità del consiglio delle nazioni )
questo è un tema sostanziale che sta alle base dei veti incrociati che bloccano la politica europea.
Per chi non ne fosse al corrente, secondo i trattati sviluppati tra le nazioni le decisioni devono essere prese all'unanimità, basta il veto di una delle nazioni per bloccare qualsiasi risoluzione anche se si tratta di argomenti prioritari come il clima. Questo permette a nazioni anche piccole di "ricattare" le altre e crea uno stallo simile a quello che viviamo, almeno in Italia, nella politica nazionale, ne va del dinamismo e della lungimiranza della politica europea. Ma si tratta appunto della riforma dei trattati e di un tema estremamente tecnico. Non credo sia strategicamente utile affidarlo ad un referendum, anche perché, come abbiamo visto sopra, i cittadini europei sanno pochissimo dell'Europa.

Però la partecipazione dei cittadini potrebbe essere molto utile come assist per il Parlamento Europeo per aggirare l'ostacolo del Consiglio della Nazioni.
Come? Proporrei di trattare il tema della modifica dell'articolo 48 attraverso un' ampia assemblea di cittadini estratti a sorte che si confronti con una rete di esperti. Se ci fosse una risoluzione dei cittadini in proposito questa poi potrebbe essere sostenuta da un cartello di illustri rappresentanti della società civile e argomentata attraverso lo studio e il richiamo ad un "Diritto superiore".
Nel diritto c'è infatti la presenza di leggi preminenti come ad esempio la convenzione Europea dei Diritti dell'Uomo
ecco facendo un esempio se il veto di uno stato impedisce il mio (e di altri cittadini europei) diritto alla salute (come è stato nella diversa gestione nazionale della pandemia) forse il mio diritto alla salute sancito nella convenzione Europea dei diritti dell'Uomo potrebbe essere preminente?
Se si stabilisse che è è preminente a livello sovranazionale si potrebbe iniziare a scalzare, riguardo ad alcuni temi, la possibilità di veto nazionale...

Questo si lega al tema iniziale sollevato da Marco. Può esistere "un'Associazione Europea" che abbia come sede l'Europa? Qual'è il mio territorio di competenza come cittadino europeo? E quindi verso quale territorio io ho diritti e doveri?

Continuando la nostra discussione sull'obiettivo di un'assemblea dei cittadini europea, condivido con voi questa bozza di lettera all' Executitve Board della Conferenza sul Futuro dell'Europa, l'organismo di raccordo tra le raccomandazioni dei cittadini e le istituzioni europee che dovrebbero metterla in pratica.

Vorrei condividerla con la coalizione di Citizens Take Over Europe per dare forza all'obiettivo e trasformarla in una lettera aperta su cui raccogliere adesioni dei cittadini europei.

Ci sono proposte per integrarla e migliorarla? Per esempio @sibilla barbieri , a partire dagli spunti che davi in questo scambio?

E poi l'aspetto più importante: la lettera preannuncia la manifestazione del 13 Marzo per le assemblee dei cittadini, di cui discuteremo stasera e nelle prossime riunioni, un apputamento da preparare nelle piazze Europee e Italiane, perché sia la conclusione del congresso di Eumans e allo stesso tempo il rilancio della raccolta firme su Cittadin3 per il clima.


To the Executitve Board of the Conference on the Future of Europe:

Dear …,

We are citizens concerned about the future of Europe and aware that it is time for the EU institutions to evolve and renew themselves in order to safeguard and relaunch the objectives of integration and improving the quality of life of its inhabitants.

In this respect, we believe that the Conference on the Future of Europe has laid the foundations for a strengthening of European democracy, both in method - with regard to the innovative way in which randomly selected citizens were consulted - and in substance - with regard to the ambitious proposals for institutional reform that emerged from the citizens' recommendations.

In particular, we focus in this letter on Recommendation 39 of the Panel on European Democracy and Values, demanding for the establishment of European Citizens' Assembly that should be held every 12-18 months to deliberate on . The recommendation is a significant indication of how European citizens themselves, when asked, see pan-European civic participation and the construction of a new deliberative democracy as the necessary evolution of the European integration process.

We strongly welcome this recommendation and call for randomly-selected citizens’ assemblies to continue meeting, deliberating, and drafting policy proposals on EU-wide issues. Furthermore, we recommend that a permanent European Citizens’ Assembly, with regularly changing members in rotating host Member States be established as part of the EU decision-making process.

In the attached document "Strengthening Citizens' Recommendations on Democracy and Participation" we explain in more detail our proposal for how we believe the European Citizens Assembly should be structured.
With this letter, we want to urge the European institutions to follow up on the recommendation and really develop a European Citizens' Assembly through a legally binding and compulsory law or regulation.

Conscious of the growing disaffection of voters towards traditional politics, which in most Western countries has resulted in the growth of populism and nationalism, we believe that Citizens Assemblies are the best answer to the ongoing crisis of democracy and the paralysis of the European integration process.

Only civic participation, the teaching of mutual listening, tolerance, and evidence-based debate that underlies Citizens Assemblies can in fact constitute an alternative to the polarisation of public debate that affects traditional parties and contemporary democracies.

At the same time, only a conscious and informed transnational debate of citizens can give a push towards the greater integration of European policies needed to tackle the deep social, economic and ecoligal crisis of Europe today.

That is why, on March 13th, we will demonstrate in the streets of Europe for a simple request to our institutions: do not let the demand for citizens' participation and involvement fall on deaf ears, and give substance to Citizens' Panel recommendation 39. In other words, we ask the institutions to officially start the process of establishing a European Citizens Assembly.

We will participate in the March 13 demonstration as European citizens and civil society organisations in the name of this demand, supported by groups that are leading initiatives for the promotion of Citizens Assemblies also at national level.

We hope that our request will be a stimulus for you to take institutional action,

Siamo cittadini Europei e vogliamo aiutare.
Crediamo nell’idea di una Europa nata per dare la pace e favorire l’integrazione ed il benessere dei suoi cittadini ma, da tempo, assistiamo anche alle grandi difficoltà che questo fondamentale progetto incontra.
Abbiamo visto come, a volte, i veti incrociati delle nazioni impediscano una politica lungimirante al servizio del bene comune e osserviamo il distacco e la crescente rabbia della popolazione verso le istituzioni democratiche, istituzioni di cui tuttavia molti cittadini, soprattutto a livello europeo, ignorano i reali meccanismi.
Invece noi crediamo che sia arrivato il momento di un rilancio delle istituzioni della EU anche attraverso una fase di rinnovamento strutturale.
Al riguardo pensiamo che la Conferenza sul futuro dell'Europa abbia posto le basi per un rafforzamento della democrazia europea, sia nel metodo - per il modo innovativo con cui sono stati consultati dei cittadini selezionati casualmente - sia nella sostanza - per le ambiziose proposte di riforma istituzionale emerse dalle raccomandazioni dei cittadini.
Crediamo che la Conferenza sul futuro dell’Europa attraverso le proposte che verranno avanzate possa rappresentare l’occasione per un punto di svolta da non perdere.
In particolare, con questa lettera, vogliamo dare il nostro supporto alla Raccomandazione 39 avanzata dai cittadini nel Panel sulla Democrazia e i Valori Europei, ci uniamo quindi alla richiesta dell'istituzione di una Assemblea dei Cittadini Europei inizialmente convocata ogni 12-18 mesi che, in una fase successiva, evolva verso l'istituzione di un'Assemblea permanente dei cittadini europei.
Un consesso in cui si diano il cambio differenti cittadini e che venga ospitata a rotazione dai diversi Stati membri.
Un’assemblea che diventi parte del processo decisionale della UE.
Osserviamo come la Raccomandazione 39 dia una chiara indicazione: i cittadini europei, una volta chiamati ad esprimersi, indicano la partecipazione civica paneuropea e la costruzione di una nuova democrazia deliberativa come una evoluzione necessaria per il processo di integrazione europeo.
Noi auspichiamo che le assemblee dei cittadini estratti a sorte, continuino a fiorire in tutta Europa, diventando lo strumento comune con cui i cittadini possono individuare e redigere proposte politiche da rivolgere alle istituzioni nazionali ed europee.
Le assemblee sono una valida risposta alla disaffezione degli elettori verso la politica tradizionale, che nella maggior parte dei paesi occidentali ha portato alla crescita del populismo e del nazionalismo fino alla paralisi del processo di integrazione europea.
Al contrario nelle Assemblee, i cittadini hanno modo di sperimentare la partecipazione civica, l'insegnamento dell'ascolto reciproco, la tolleranza e l’esercizio del dibattito, tutti elementi che costituiscono un’evidente alternativa alla polarizzazione del confronto pubblico che colpisce i partiti tradizionali e le democrazie contemporanee.
Difatti solo un dibattito consapevole, transnazionale e informato può dare una spinta verso una maggiore integrazione delle politiche europee necessarie per affrontare la profonda crisi sociale, economica ed ecologica dell'Europa di oggi.
Alleghiamo il documento "Rafforzare le raccomandazioni dei cittadini in materia di democrazia e partecipazione" in cui spieghiamo in dettaglio la nostra proposta su come riteniamo debba essere strutturata l'Assemblea dei cittadini europei.
Il 13 marzo, manifesteremo per le strade d'Europa per ribadire la nostra richiesta
al Parlamento, al Consiglio e alla commissione Europea :
non lasciate che la domanda di partecipazione e coinvolgimento dei cittadini cada nel vuoto, diamo corpo insieme alla raccomandazione 39 del panel dei cittadini, avviamo la costituzione dell’Assemblea dei Cittadini Europei.
Costruiamo degli strumenti per avvicinare i cittadini alle istituzioni.
Il 13 marzo scenderemo in piazza sia come cittadini europei che come rappresentanti delle organizzazioni della società civile che si battono per il rinnovamento democratico, una rete di cittadini ed attivisti che di giorno in giorno trova sempre nuovi alleati.
Ci auguriamo che la nostra richiesta possa essere per Lei di stimolo all'azione istituzionale.

International Courts and an European Citizens Assembly for a Democratic Foreign Defense Policy of the EU

Thanks to @Lorenzo Mineo please find below the fundamental addition to the Congress Program of two proposals for the emergency of the War in Ukraine.

Recourse to international justice
The dramatic events of the war in Ukraine have once again laid bare the need to strengthen international justice.
In the face of the war crimes that Russia is perpetrating with the invasion of Ukraine, it is necessary to appeal to all international bodies and jurisdictions for this purpose.
To invoke the jurisdiction of the International Criminal Court would allow a precise mapping of all the acts likely to fall under the jurisdiction of the Court, identifying from time to time those responsible, and of course, the top leaders, Putin in the lead, guilty of all possible charges.
Unfortunately, Ukraine has not ratified the Statute of the Court, which would allow the immediate activation of the protection mechanisms. That's why we join the appeal of No Peace Without Justice to President Zelenski to refer to this issue, which certainly would not put an end to the Russian threat in the immediate future, but could have a great symbolic value and be added to other tools that can be made available to the Ukrainian people to help them in their struggle for freedom and independence.

A European Citizens Assembly for an EU Foreign Defence Policy
The selfishness of nation states and the absence of a truly federal project in the European integration process have prevented the EU from acquiring adequate competencies to speak with one voice in foreign and defense policy.
This is not only a damage to the geopolitical power of the Union, but above all a damage to its citizens, forced to remain spectators of the decisions of the global superpowers.
It is for this reason that European citizens, consulted in the "EU in the World/Migration" Panel of the Conference on the Future of Europe, have adopted a series of recommendations asking the European institutions to take a big step forward in the sharing of policies in this field. For example, the recommendation of February 11 and 12 approved in Maastricht calls for the creation of the 'Joint Armed Forces of the European Union', the removal of the unanimity rule in foreign policy matters within the Council, the reduction of dependencies from oil and gas imports (in order to allow both the autonomy of Europe in energy policy as well as ambitious climate and CO2 reduction targets).
Eumans asks that the definition of these recommendations must be entrusted to the citizens themselves, through the establishment of a Citizens Assembly on EU Foreign, Defense and Energy Policy, according to international best practices. On this objective we have called the demonstration of March 13, 2021 in Warsaw, moved also by the idea that only a radical reform of policies and competences in this area will allow Europe to really help the Ukrainian people harassed by the Russian invasion.

Here's another proposal that I think it's needed, regarding the recent Ukraine's decision to apply to become EU member:

Appeal for the Ukraine in the EU
The recently erupted war in Ukraine confirms that the process of eastward enlargement of the European Union on the one hand and the Atlantic alliance on the other has been too often insufficient and delayed.
Since 2014, Ukrainian citizens have been demonstrating to have their country in the European Union, driven by an aspiration for democracy and a desire to choose the future they preferred for their country. More than a hundred of them were killed.
This was before the then Ukrainian President Viktor Yanukovych was deposed by his parliament and fled to Russia.

Since then, Ukraine's policies have changed radically: the country cooperates regularly with the European Union and has already adapted most of its legislation and economic policies in accordance with the Association Agreement signed with the EU. However, unlike Serbia or Montenegro, accession negotiations with Ukraine have not started: Ukraine has never been officially recognised as a candidate state for EU membership. A formal application has to be submitted, but the real obstacle has been that most European states have not officially declared their support for Ukraine's future EU membership.

Today, the EU is paying the price for stalling from then until now, and for not taking Ukraine out of the Russian sphere of influence once and for all through its annexation to the EU.
In recent days, the dramatic developments in the war have prompted Ukrainian President Zelensky to submit an application to the EU. The proposal has been widely welcomed by Member States, where governments are anxious to offer Ukraine all the support and encouragement they can muster as its weathers Russia's brutal invasion.

In the words of President Zelensky "This will be a key evidence of support for our country. The decisive moment has come to close the long-term strategic discussion once and for all and decide on Ukraine's membership in the European Union."
Eumans joins President Zelensky's appeal and calls on the European institutions and Member States not to shy away from this request and speed up the process of accepting Ukraine as an EU member. An emergency situation calls for an emergency solution, and it is the duty of our institutions to accommodate the aspirations for democracy of citizens who are today living a dramatic condition in the heart of our continent, also because of our inaction.

È ora di farla questa Europa politica. Fino a ieri si era mostrata solo un insieme di regole burocratiche e rigide, anche a causa degli interessi nazionali dei paesi che hanno prevalso su una vera visione d insieme. Forse ora anche i cittadini sono pronti e si comincia a vedere un accenno di voglia di risoluzioni politiche anche dall' UE.. oggi finalmente si è vista l Europa. . D altronde , mio punto di vista, in questi terribili giorni il destino dell' UE è legato a quello dell' Ucraina. Quindi grazie a entrambi delle proposte, Grazie per il vostro lavoro infaticabile
