AI for everything — but democracy.

Today, Big Tech and authoritarian regimes dominate AI — prioritising surveillance, profit, and control over democratic values. Europe invests heavily in AI, but like China and the US, mostly for military, security, and corporate competitiveness, not for citizen empowerment.

  • Civic tech tools exist but are scattered and unknown.
  • Public administrations lack accessible, AI-powered solutions for engagement.
  • Citizens are users of opaque, foreign-owned AI — not prosumers of European digital commons.
Result? Democracy loses ground to efficiency-driven systems that exclude people.

A "Democracy GPS" for Europe

A multilingual AI chatbot — not a platform — that guides citizens through EU participatory processes: laws, consultations, funding, in plain language.

  • Neutral by design — no persuasion, no hallucinations.
  • Runs on EU infrastructure (AI Factories, EuroHPC, EuroStack).

A public data layer for Europe

A secure, open archive of civic interactions (elections, consultations, deliberations) and high-value datasets — health, environment, mobility.

Extend the EU digital identity framework (eIDAS) so it works as the privileged sign-in for civic participation across Europe.
