We the undersigned:
Welcoming the Ukraine application for EU membership on 28 February 2022, and the recognition by the European Council on 23 June 2022, of its candidate status to Ukraine that invited the European Commission to report to the Council on the fulfillment of the conditions specified in the Commission's opinion on the membership application as part of the Commission's regular enlargement package.
Condemning the war of aggression waged by Russia against Ukraine on 24 February 2022 that is causing enormous deaths, rapes, destruction and looting,
Convinced that a sustainable peace can only be achieved through international justice that should be allowed and supported to bring to trial those most responsible for the crimes against humanity committed in Ukraine.
Hoping that soon the Ukrainian government will accede to the Rome Statute of the International Criminal Court recognizing its competence on crimes against humanity, genocide, war crimes and possibly also the crime of aggression.
Aware that Russia is using paramilitary groups that, even more than the regular army, do not respect the rules imposed on warring parties by International Humanitarian Law. Moreover, there is growing evidence that the Wagner Group has been engaged in armed conflicts elsewhere and that it is meddling with internal political and economic issues of least-developed countries such as the Central African Republic.
Convinced that European civil society and institutions should work together to support the Ukrainian people and its institutions and stop the war against Ukraine launched by Russia on 24 February 2022.
We call on the European Parliament to include, as matter of urgency, an item in its agenda of 2023 to specifically urge the Commission and the Council to list the Wagner Group as a terrorist organization at the EU level inviting all Member States to follow suit
