EUMANS is a paneuropean movement of citizens for democracy and sustainability

Our movement is grounded in the belief thatcitizens’ participation in shaping transnational, national and local policies can not and should not be constrained to ‘election days’.

While political parties focus on re-election, we witness the rise of authoritarian regimes, the climate crisis being ignored, and fundamental rights being denied. The ones whosuffer the most are peopleand the common good. It’s time to change!

We are a paneuropean movement for citizen-led initiatives, made up of people who believe in participatory democracy and nonviolent action for a fairer, more inclusive, and more sustainable Europe.

Direct actions, nonviolent initiatives, participatory democracy tools, and citizens-led mobilisation can help the European Union, the EU Member States, and the local administrations achieve pressing changes whose realisation is often hindered by the fight for electoral consensus.

We aims to develop and implement new collaboration tools, to create a transparent and collaborative space where citizens can be involved on any issue that matters to them.

Launched in 2019 by Marco Cappato (Italian political activist and former MEP), EUMANS lives and blossoms thanks to the daily commitment of hundreds of activists who invest their time and energies in political actions aimed at reshaping together the mechanism of democratic cooperation.

The initiatives we advocate for and support are rooted in the collaboration with informal groups of citizens, local committees, grassroots movements, civil society organisations, as well as any political party representative sharing our goals, that is:

Measures for the protection of the Rule of Law and fundamental rights.

  • The introduction of Carbon Pricing in the European Union and other sustainable policies based on the UN Sustainable Development Goals, through StopGlobalWarming European Citizens Initiative.
  • The development of participatory democracy instruments, including randomly selected citizens assemblies as promoted by the Conference on the Future of Europe and Citizens Take Over Europe, and instruments of collaboration and deliberation.
  • The defence of Digital Rights, Science Freedom,Cannabis Legalisation, Political Rights.
  • Promotion of medical access to innovative therapies in the European Union and its member states.

EUMANS Board Members

Marco Cappato

Is the founder and president of Eumans, a pan-European popular initiative movement, Treasurer of Associazione Luca Coscioni and Co-founder of Science for democracy and the World Congress for Freedom of Scientific Research, Promoter of the Legal Euthanasia campaign.
He has carried out civil disobedience actions – on drugs, sexual freedom and freedom of expression, scientific research and the end of life – which have led him to face trials, detentions and arrests, obtaining among other things the decriminalization of suicide aid in Italy.

Lorenzo Mineo

Treasurer of Eumans, Lorenzo has a background in Political Science (L’Orientale, Naples) and a Master in Urban Strategies (SciencesPo, Paris). 

He has worked on urban innovation projects in Lille and Birmingham and contributed to the investigative docufilm Food For Profit (based on intensive farming in the EU), as coordinator of the investigations in Brussels. He later coordinated Eumans’ activities in Italy, co-founding the committee for citizens’ assemblies “Politicians by Chance.” He collaborated with Science for Democracy on evidence-based human rights policies, including drug policy reform, and coordinated the signature campaign for the Italian referendum on legal euthanasia in 2021.

Alice Spaccini

ADMINISTRATIVE BOARD

Alice holds both a bachelor’s and a master’s degree in Law from the University of Perugia, with her undergraduate thesis on voluntary assisted dying in Italy and Europe (analyzing ECtHR rulings) and her master’s thesis on abortion in the United States after the overruling of Roe vs. Wade. An activist committed to civil rights and fundamental freedoms, Alice is the Italian co-coordinator of the My Voice My Choice campaign and the campaign coordinator for Eumans’ initiative advocating for the recognition of abortion rights in the EU Charter of Fundamental Rights.
She has extensive experience in coordinating civic mobilizations, managing public campaigns, and building institutional relationships, with a particular focus at the regional level. Her areas of expertise and interest include civil rights, individual freedoms, and citizen participation. 

Paul Blokker

ADMINISTRATIVE BOARD

Paul Blokker is a European citizen, and has been working at universities in the Netherlands, the UK, the Czech Republic. He is currently working as a political sociologist at the University of Bologna, Italy. His research focusses on democratic participation, the deepening of democracy, political engagement and dissidence, political and legal mobilization, social imaginaries, constitutionalism and human rights. He believes democracy needs to be re-imagined in a way that takes the individual and collective autonomy of human beings seriously. He is an active member of the transnational civil society coalition Citizens Take over Europe (CTOE).

Gaia Minieri

ADMINISTRATIVE BOARD

Born in Rome to an Italian father and a Franco-English mother, she attended the French lycée in the city. She moved to Rennes in 2017 to study law and completed a master’s degree in public law with a thesis on the Common Agricultural Policy. The European Union, European citizenship, and democracy at the European level are values deeply rooted in her identity and her most intimate convictions. She coordinates activities in France, particularly in Rennes, by organizing events and engaging with local stakeholders.

Francesco Vecchi

ADMINISTRATIVE BOARD

Francesco coordinates EUMANS’ Civic AI campaign, advocating for artificial intelligence as a public service for participatory democracy and human rights. He leads a team of 50+ activists and interns, developing advocacy, civic mobilisation, and communication strategies to embed technological innovation within democratic frameworks.
He also serves as Institutional Relations and Policy Outreach Advisor at Inspiring Futures Europe (Madrid), where he supports the implementation of EU-funded projects (Horizon Europe, Digital Europe Programme) and translates research into concrete policy proposals on digital governance, civic AI, and tech diplomacy. He further contributes to communication strategies and the organisation of international events.

Djémila Boulasha

ADMINISTRATIVE BOARD

Graduated on European Law and Policy/History of Law, Djémila Boulasha is an expert of European public affairs, programmes and policies ; she has developed experiences on public corporate diplomacy, International relations, local authorities European networks and institutions, coordination of European programmes and projects, in various fields: European democracy and citizenship, human rights, gender equality, empowerment, employment-education-training, culture, energy, energy poverty, climate change and environment issues. She is an activist-artivist on European democracy – citizenship and human rights and have launched several initiatives on this field (‘Some sweetness in this world of bullies’ ; ‘The Neighbours soup’ , ‘The R.E.V.E’, European citizen consultation inside a mall, etc. ; foundation of the association EuropAnous with the aim to make “Europe popular but not populist”) and she is involved in several associations on EU issues, citizen’s transnational agora and citizen local Council.

Andrea Salimbeni

ADMINISTRATIVE BOARD

Born in 1987 in the province of Florence, i’ve always had a deep interest in the political and social issues. Graduated in energetic engineering, since 2011 I’m doing research activities on renewable energy and bioproduct extraction technologies. To date i’m still doing research working as head of unit on “raw materials and carbon recyling” at RE-CORD. The information collected during studies on raw materials and energy sources increased my sensitivity about the major issues of our economic system: the climate change, and the unbalanced exploitation of natural resources.  At the same time, i am convinced about the need of actively participating to the policy making with a bottom-up approach, making citizens aware about their role, their responsibility, and their power as EU citizens to foster disruptive, courageous, urgent policy measures.
