Artificial Intelligence is increasingly shaping our societies, but its development is dominated by private monopolies and opaque decisions. Major tech companies from the US and China dominate the sector, aiming for monopolies. This is a potential threat to democracy, as these companies and authoritarian governments could use AI to collect personal data, manipulate public opinion, and spread disinformation and fake news.
We cannot allow authoritarian governments or big tech companies to use AI in this way: Europe must ensure that AI serves the common good, promoting the public and open development of AI models under democratic control.

What we ask
We propose a series of tools to create a civic AI ecosystem that fosters citizen participation and more transparent, democratic governance.
1) CIVIC ASSISTANT
A platform that allows citizens to easily access resources and tools to participate in EU political decisions, like laws and regulations, in multiple languages.
2) DELIBERATION ENGINE
A system that facilitates citizen engagement in public debates and official consultations, in a structured and organized way, to enable effective dialogue between society and institutions.
3) PARTICIPATION DASHBOARD
An interface that gathers all participation opportunities at various government levels, making it easy for citizens to find and join political initiatives that concern them.
4) DEMOCRACY DATA COMMONS
A public archive that collects citizens’ contributions and interactions with AI systems, standardizing them to improve accessibility and promote research and transparency.
Our goal is to create an environment where citizens can be more actively involved in public decisions, while AI systems are developed to serve the collective interest, not the interest of a few.

THE IMPORTANCE OF CIVIC ARTIFICIAL INTELLIGENCE
Imagine an AI system designed to help democracy, making information on the EU easily accessible to everyone and powered by open-source solutions (software anyone can use, modify, and improve). Transparent, fair, and accessible, as democracy should be.
An example of how a civic AI could work is creating services that help citizens and businesses interact with European and national institutions. These services should simplify popular participation, like voting, laws, participatory budgeting, referendums, and petitions.
Civic AI must systems should:
- Promote the common good and democratic values
- Protect the fundamental rights of citizens
- Help grow a competitive economy
- Prevent a few large companies from controlling the AI market
Stop the spread of disinformation and fake news that harm democratic debate
