The International Criminal Court is a fundamental institution for international justice, a tribunal that prosecutes crimes of genocide, crimes against humanity, war crimes, and the crime of aggression. Its creation was a historic achievement for humanity, but today this institution is under attack more than ever.

Authoritarian regimes, even those democratically elected, and external powers to the EU, such as the United States, are trying to undermine its independence and hinder its global mission of justice. The sanctions imposed by the United States are a direct attack on its legitimacy, its crucial role in defending human rights, and its right to maintain its independence.

We cannot allow international institutions to be weakened by political pressure and illegitimate sanctions.That’s why some citizens of Eumans have launched the initiative “Defend the International Criminal Court.”

    What we ask

    Here are the demands of our campaign:

    1) APPLY THE EU “BLOCKING STATUTE” AND PROTECT THE COURT
    We ask the European Commission to immediately apply the EU Blocking Statute to protect the International Criminal Court from U.S. sanctions. The “Blocking Statute” is an EU law that prevents European companies from complying with extraterritorial sanctions imposed by countries outside Europe. In other words, it forbids EU businesses from following foreign laws that would impact legitimate activities in Europe, thus protecting the Court from these sanctions and allowing everyone to continue supporting it without legal risks.

    2)DEFENSE OF EUROPEAN SOVEREIGNTY AND INTERNATIONAL LAW
    We ask the European Commission to take a strong stance against extraterritorial sanctions. U.S. sanctions against the Court violate EU sovereignty, and we must protect Europe’s right to decide independently how to act.

    THE IMPORTANCE OF INTERNATIONAL CRIMINAL COURT

    The International Criminal Court was established in 2002 as the first permanent tribunal in the world to prosecute the most serious crimes that threaten global peace and security, such as genocide, crimes against humanity, war crimes, and the crime of aggression. Its creation represents a historic step toward global justice, a concrete sign of the international community’s commitment to fighting impunity and promoting human rights.

    Over the years, the International Criminal Court has achieved numerous successes, including the conviction of several war criminals and the establishment of legal precedents for addressing international crimes. The Court has also contributed to ensuring that those responsible for heinous crimes cannot escape justice, regardless of their position or power.

    Now the situation is different. On one hand, some authoritarian regimes, such as Viktor Orbán’s government in Hungary, have opposed the Court, criticizing its work and attempting to undermine its legitimacy. On the other hand, the sanctions imposed by the United States are a direct attack on its independence. The United States, while not a party to the treaty that established the Court, has sought to negatively influence its activities by imposing sanctions on its officials and attempting to hinder its work.

    These actions threaten to severely compromise the Court’s ability to prosecute international crimes and defend human rights, making its role in ensuring global justice increasingly difficult.

    Call to European Commission for Immediate Application of the EU Blocking Statute to Defend the ICC Against U.S. Sanctions


    Dear President von der Leyen,
    We urgently request that the European Commission take immediate action to apply the EU Blocking Statute (Council Regulation (EC) No 2271/96) to protect the International Criminal Court (ICC) from the illegitimate U.S. sanctions that seek to undermine its operations. These sanctions are a direct assault on the ICC’s legitimacy and an obstacle to its mission of ensuring accountability for international crimes.
    The extraterritorial enforcement of these sanctions within the EU is a clear violation of European sovereignty. Any compliance with these sanctions by EU-based companies, institutions, or organisations would be an unwarranted surrender to external political pressure, undermining the EU’s autonomy and legal framework. Therefore, we call on the Commission to explicitly include U.S. sanctions on the ICC in the Annex of the Blocking Statute.
    The addition of the ICC to the list of protected entities—a measure well within the Commission’s authority—would immediately shield EU businesses and institutions from these extraterritorial sanctions, allowing them to support the ICC without the threat of legal consequences.
    This is a straightforward measure, Madam President. Failing to act would be a deliberate choice—one that undermines both EU sovereignty and the rule of international law.
    The European Union has long been a leader in supporting the rule of law. In a time when international justice faces unprecedented challenges, the EU must act decisively to protect the ICC and uphold its own legal and political sovereignty.
