The III Congress of Eumans,

gathered at the European Parliament in Brussels on March 6, 2025 having heard the reports of the President and the Acting Administrator adopts them thanking the MEPs that kindly hosted the meeting. 

Considering the transnational and long-term nature and impact of major challenges of our times,-from climate change to technological advancements , from migration to sustainable peace, 

Considering that the very principles of the rule of law are at risk even in countries, such as the United States of America, which have been cradles of liberal democracy;

Considering the disaffection of the majority of citizens with respect to democratic institutions, in many European countries and worldwide;

Considering  the overwhelmingly national and short-term focus of elections and party politics and its inadequacy to face the above mentioned challenges,

Reaffirms its commitment to strengthen the Rule of Law and democracy through direct citizen participation beyond national borders. In  particular, the Congress stresses the need to activate and strengthen those mechanisms at the European level starting with  existing participatory tools such as European Citizens’ Initiatives, petitions, and popular ballots, institutionalizing Citizens’ Assemblies on potentially polarising topics that elected assemblies are unable or unwilling to address, and investing significantly in technological innovation at the service of democracy and civic participation, towards a more united, democratic and federal Europe.

The Congress urges the European Parliament   to update where needed but ultimately revamp and promote the enactment (also by means of strong pressure on the Council of the European Union) of EP resolution of 8 May 2008 on the Annual Report on Human Rights in the World 2007, stating   that ‘nonviolence is the most appropriate means of ensuring that fundamental human rights are enjoyed, upheld, promoted and respected to the full’. 

The Congress calls for the EU institutions to  believe that the historic opportunity of the indispensable creation of a common European defense at the military level should be seized to  strengthen all  nonviolent existing or possible instruments for conflict prevention and peacekeeping and peace maintaining.

 

The Congress as mandates  Eumans directive bodies, and invites its members, to pursue the following objectives:

  • Continue building Eumans as a pan-European movement of popular and nonviolent initiatives for the defense of human rights and fundamental freedoms, the affirmation of the rule of law and democracy, the protection, conservation, and restoration of the ecosystem and sustainable development, and the promotion of science-based debates and institutional decisions;
  • Defend and support the activities of the International Criminal Court;
  • Relaunch the campaign for Ukraine’s accession to the EU EUkraine now! 
  • Continue supporting the European Citizens’ Initiatives:
    My Voice, My Choice, on safe abortion;
    Psychedelicare, on psychedelic-assisted therapies;
    Stop Cruelty, Stop Slaughter, on incentives for cultured meat and against subsidies to intensive farming;
  • Carry on the campaigns presented before the Congress on:
    – Shifting the taxation from labour to greenhouse gas emissions,published as an EU petition”.
  • Promote the creation of a global network for the establishment of a global carbon pricing system”*
    civic artificial intelligence and the human right to science
    assisted dying and safe abortion in the Charter of Fundamental Rights of the European Union
    cannabis decriminalization
    polar bear protection;
  • Decide on future campaigns after consultation of members and registered activists
  • Disseminate the results of the Conference on the Future of Europe and the Eumans Citizens’ Assembly held in Brussels on March 7-8
  • The Congress confirms at 72 euros the annual membership for Eumans
