APPEAL FOR A GLOBAL CARBON PRICING
Shifting taxation from labour to CO2 emissions to fight climate change
In the time of the global climate emergency and pending energy crisis, we ask the United Nations to introduce a global agreement to discourage the consumption of fossil fuels, encourage energy saving and the use of renewable sources for fighting global warming and limiting temperature increase to 1,5°C.
In particular, the agreement should introduce a minimum price on CO2 emissions at the global level, starting from a minimum of 50€ per ton of CO2-eq, to be increased up to 100€ within 5 years.
At the same time, we propose to the United Nations to make uniform the carbon pricing system based on the existing strategies adopted by UN member states which shall include a border adjustment mechanism on imports of goods and services from countries which are not applying carbon pricing at the same uniformized conditions, in such a way as to compensate for the lower pricing on CO2 emissions in the exporting country.
The proposal shall abolish systems of free allowances provided by the existing emission trading systems. The higher revenue deriving from carbon pricing shall be allocated to policies that support energy saving, carbon sinks, and the use of sustainable renewable sources.
And most importantly to guarantee social sustainability, all carbon pricing policies should encourage the use of revenues for a fiscal ecological transition, through social funds and the reduction of taxation on lower incomes.
A GLOBAL CARBON PRICING: THE LEADERSHIP ROLE OF THE EUROPEAN UNION
On the 8th of November Marco Cappato, president of EUMANS, was audited by the PETI Committee of the European Parliament as a follow up to the European Citizens Initiative "a price on carbon to fight climate change". In that context, he launched the proposal for global carbon pricing. The PETI Committee decided to keep the petition opened and moved it to the competent Committees, ENVI (Environment) and INTA (International Trade.
